Any Organization intending to become a certified Air Operator with a principal base of operations in the United Republic of Tanzania for the purpose of public commercial air transport must hold a valid Air Service License and shall undergo a five-phase certification process that includes:
(a) Phase 1 - Pre-Application
(b) Phase 2 - Formal Application
(c) Phase 3 - Document Evaluation
(d) Phase 4 - Demonstration and Inspection
(e) Phase 5 - Certification
Procedures and directives associated with the certification process are all incorporated in The Civil Aviation (Air Operator Certification and Administration) Regulations, 2017 as amended, and the related Technical Guidance Materials (TGMs).
NOTE:
1. No organization with a principal base of operations in the United Republic of Tanzania shall conduct flight operations for the purpose of public commercial air transport without approval from the Authority as prescribed in The Civil Aviation ( Air Operator Certification and Administration ) Regulations, 2017 as amended.
2. Flight operations other than public commercial air transport are classified as General Aviation or Aerial Work Operations. For general aviation or aerial work operations using Tanzania-registered airplanes and helicopters, The Civil Aviation ( Operation of Aircraft - General Aviation ) Regulations, 2024 as amended shall apply.
