Mtumwa Khatib AMEIR (Ms) is a Chief Executive Officer of  the Office of the Copyright Administrator of Zanzibar. She is a Lawyer who holds Bachelor of Law (LLB) and Shariah from Zanzibar University in 2005. She holds Master Degree in Intellectual Property (MIP) from Africa University, Zimbabwe in collaboration with the World Intellectual Property Organization (WIPO) (2010)  and  Master of Laws (LLM) in International Trade Laws, Contract and Dispute Resolution from International Training Centre of the International Labour Organization (ITC, ILO) –Turin, Italy in collaboration with the University of Turin (2016). Holds Advance Certificate on Arbitration and Mediation Under WIPO Rules (2015). She is an expert in Intellectual Property Rights  -  Listed as  Intellectual Property Rights Expert - African Regional Intellectual Property Organization (ARIPO) Directory of February, 2017.

She is an  Invited Intellectual Property Rights (IPR) Lecturer of Zanzibar University and Zanzibar Journalism and  Mass Media College of the Zanzibar State University of Zanzibar.

She is founder and founder member of Zanzibar Female Lawyers Association (ZAFELA). And Secretary to ZAFELA from 2003 to 2005.

She served as a Commissioner of the Zanzibar Broadcasting Commission 2008 -2015.  Also served as a member of the Board of Directors of Zanzibar Water Authority – ZAWA  from 2006 – 2009 and Chairperson of the Board of Directors of the Zanzibar Water Authority (ZAWA) from October 8, 2009 – 2016.

She has been appointed as a Vice Chairperson of the Board of Directors of Tanzania Civil Aviation Authority in August, 2021 and appointed as a chairperson of Board of Directors of Zanzibar Road Fund in August, 2022.
