Mr. Vuai Ali Hilal is an experienced legal professional with a solid background in public service, justice administration, and corporate governance. He holds a Bachelor of Laws (LL.B) from the University of Dar es Salaam and a Master of Laws (LL.M) from Osmania University in India. His academic and professional experience has equipped him with strong expertise in legal advisory, regulatory compliance, and institutional leadership.

Mr. Vuai began his career in 2004 and went on to serve as a State Attorney and Public Prosecutor for the Revolutionary Government of Zanzibar from 2006, handling key legal matters on behalf of the state. In 2012, he joined the Zanzibar State Trading Corporation (ZSTC), where he currently serves as the Corporation Secretary, Head of the Legal Services Unit, and Secretary to the Board of Directors. In these capacities, he has played a pivotal role in strengthening corporate governance, managing legal affairs, and supporting strategic decision making within the institution.

His extensive experience across government and corporate sectors reflects his commitment to public service and effective governance. In August 2025, Mr. Vuai was appointed as a Board Member of the Tanzania Civil Aviation Authority (TCAA), bringing his legal expertise and leadership experience to support the Authority’s mandate in regulating and advancing the aviation sector in Tanzania.
